The Outer Loop is a horseshoe of two highways around the fringes of Rochester. It is made up by 390 on the west side which seamlessly meets 590 which continues north on the east side of town. Route 104 is somewhat of a northern connection to the ring. 490 transects the outer loop and passes through Downtown Rochester. The outer loop connects Rochester Airport, the University of Rochester, and several Rochester suburbs such as Greece, Gates, Brighton, Pittsford, and Irondequoit.
Conversely, the Inner Loop circles the downtown area only.
