Elmira is a city of about 31,000 people in Chemung County. It is close to the Pennsyvania border. Back in the 1950s, the population of Elmira was at it's highest; around 50,000 people. It declined due to the national decline in railroading and manufacturing. Elmira is built almost entirely on a flood plain for the Chemung River which flows through it. Because of this, Elmira saw the worst urban flooding during the Flood of 1972. State Route 14 passes through Elmira North and South. Their main newspaper is the Star-Gazette and Elmira College, a private school of about 1,200 students, is located there.
